The final report of the Tri-Council Working Group on ethical conduct for research involving humans was submitted to the three Councils in July of 1997.

The Councils have since issued the " Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans."
Michael McDonald, co-chair of the Tri-Council Working Group, has reflected on the differences between the the Working Group's final report and the Policy Statement produced by the Councils themselves. His comments (which are his alone, and do not necessarily represent the views of the entire Working Group) are here.
